The Supervisory General Engineer (Chief, Maintenance) has complete program responsibility, providing technical review and guidance for operations and recurring maintenance programs for the physical structures of the VA Southern Nevada Healthcare System (VASNHS). Responsibilities include the day-to-day operation and maintenance of heating, ventilating, air conditioning, mechanical, electrical, elevator, fire suppression and protection, pneumatic tube, CCTV systems and all related building service equipment for all VASNHS facilities. The Chief, Maintenance has further program responsibility for the facilities management of leased spaces. This program encompasses technical management of a skilled workforce consisting of electricians, HVAC mechanics, plumbers, pipefitters, carpenters, painters, locksmiths, maintenance mechanics and maintenance workers involved in maintenance, repair, renovation and construction of the VASNHS physical structures. The Chief, Maintenance is responsible for compliance with Department of Veterans Affairs regulations and policies for the maintenance of physical structures and for compliance with all applicable building, electrical, plumbing mechanic, fire and life safety codes. The incumbent must keep abreast of all requirements in this field to ensure compliance. The incumbent also gives critical support to the non-recurring maintenance and projects programs by interacting with professional and VASNHS staff. The incumbent is a member of numerous committees dealing with issues touching upon maintenance equipment and processes. In addition to the main VA Medical Center and Community Living Center Campus, the incumbent will share responsibility for four Primary Care Clinics, a Veterans Recovery Center, a Community Resource and Referral Center, a logistical support facility in the Las Vegas, NV metropolitan area, and two Community Based Outpatient Clinics located in Pahrump and Laughlin, NV.

Time-in-Grade Restriction - Applicants who are current Federal employees and have held a grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Must have held a GS-12 for at least one year.
BASIC EDUCATION REQUIREMENTS
In applying for this Supervisory General Engineer, do you possess a bachelors degree in professional engineering from an accredited college or university? To be acceptable, the curriculum must,
1. Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or
2. Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In applying for Supervisory General Engineer, you may also meet the basic requirements by possessing a combination of college level education, training, and/or technical experience that furnished you with; (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering (TRANSCRIPT REQUIRED) The adequacy of such background must be demonstrated by one of the following:
1. Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Boards eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. (DOCUMENTATION REQUIRED) Do you possess documentation of professional registration?
2. Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above. (DOCUMENTATION REQUIRED)
4. Related curriculum - Successful completion of a curriculum leading to a bachelors degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. SPECIALIZED EXPERIENCE
Do you possess at least one (1) year of specialized experience related to the duties of this Supervisory General Engineer position? Specialized experience is experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of the Supervisory General Engineer position, and that is typically in or related to the duties of this position. Specialized experience includes, working as a supervisor with professional engineering and management skills in engineering project management and construction programs which includes a broad background of engineering training, education and experience in interpreting, organizing, executing and coordinating assignments which include the design, modification or development of a variety of complex layouts, and utility systems. This specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
1. Knowledge (Professional) of civil, electrical, mechanical, biomedical and environmental engineering.
2. Ability to manage and supervise a Maintenance Section within a large, complex medical care facility and hospital.
3. Knowledge of technical concepts and methodologies as they relate to the operations and maintenance of medical care and hospital facilities to inlcude knowledge from a variety of scientific trades, including mechanical, electrical, plumbing, and building maintenance.
4. Skills in developing and implementing a maintenance program; including oversight of installation, maintenance and repair of equipment; efficiency of operation; training of maintenance personnel; development of preventive maintenance programs; and evaluation of proposed equipment updates and replacement.
5. Ability to exchange technical and program management information; to discuss program goals, equipment selection, warranty concerns and procurement problems; and to communicate effectively with technical and non-technical personnel on issues related to the operation and maintenance of a medical facility.
6. Ability to assure that all existing building service equipment is maintained in a safe, reliable operating condition and is periodically tested and/or calibrated.
