Thisposition involves a multi-grade career ladder. The major duties listed belowrepresent the full performance level of GS-12. At the GS-11 grade level, youwill perform assignments of a more limited scope and with less independence.You will progressively acquire the background necessary to perform at the fullperformance level of GS-12. Promotion is at the discretion of the supervisorand is contingent upon satisfactory performance, availability of higher levelwork, and availability of funds.

Youwill provide onsite assessment, consultation, education and action plandevelopment. The ICD will work synergistically with all VHA departmentsincluding the Office of Nursing Service, Infection Control, Logistics, SystemsRedesign, Quality Management, Patient Safety and others.
ProgramAnalyst provides oversight and education of administrative policies, programs,and operations for the Regional Office and its affiliates with regard to theintegration and adherence to Program and Process Compliance.
Majorduties and responsibilities include, but not limited to the following:
· Handlesissues related to program assessment and prepares communication to all levelsof the health care system including the Director, ICD and other levels of theorganization related to such matters;
· Analyzesand evaluates designs, studies, proposals, ideas and best practices submittedby field facilities and provides expert feedback and consultation at theMedical Center and VISN level;
· Workswithin an interdisciplinary, structured performance improvement model to ensurecustomers and stakeholders are satisfied in a high quality, cost efficient, andschedule-compliant manner;
· Collaborateswith and supports the Regional Office and facilitates Strategic Planning,Performance Measures, and Utilization Management Programs with emphasis onAccess, Value, Efficiency, and Performance Improvement goals;
· Identifies,develops action plans and works with Educational and redesign specialists todevelop and implement training programs for a diverse group of employees forthe purpose of assisting them to improve work processes and reach Systems /Process Compliance;
· Preparescorrespondence and final reports of evaluation efforts to leadership within RegionalOffice.

QUALIFICATIONS REQUIRED:Back to topTime-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. For this vacancy announcement, applicants must have completed at least 52 weeks at the next lower graded level to be eligible for the next higher graded level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Candidatesmust have one year of specialized experience equivalent to the next lowergraded level in Federal Service.
Specialized experience is defined as experience that hasprovided the applicant with the particular knowledge, skills and abilities toperform successfully the duties of a Program Analyst.
GS-11:Examples of qualifying specialized experience are: Experience which involved understandingof performance improvement models and tools along with an understanding of regulatorystandards to include Joint Commission and ISO in a clinical setting; and assistingin the planning, and organizing of team study work to working with team leadsin negotiating with management to accept and implement recommendations.
GS-12:Examples of qualifying specialized experience are: Experience which involved understandingof performance improvement models and tools along with an understanding of regulatorystandards to include Joint Commission and ISO in a clinical setting; planning,organizing and directing of team study work to working with team leads in negotiatingwith management to accept and implement recommendations; and directing/leading studies requiring applicationof advanced communication, analytical and statistical methods and techniques.
A full year of work isconsidered to be 35-40 hours of work per week. Part-time experience willbe credited on the basis of time actually spent in appropriateactivities. Applicants wishing to receive credit for such experience mustindicate clearly the nature of their duties and responsibilities in eachposition and the number of hours a week spent in such employment.
SUBSTITUTION OF EDUCATION FOREXPERIENCE: (COPYOF TRANSCRIPT REQUIRED)
GS-11 Only: Successful completion of three (3) years of graduate education leading to a Ph.Ddegree, or an equivalent doctoral degree, in a directly related field. This education must have been obtained in anaccredited college or university. To qualify based solely on education alone,you must include a copy of your transcript with your name, name of school,degree earned and date, grades earned, credit hours, major(s), and grade pointaverage or class ranking with your resume or application form.
NOTE: One year of full-time graduate education isconsidered to be the number of credit hours that the school attended has determinedto represent 1 year of full-time study. If that number cannot be obtained fromthe school, 18 semester hours should be considered an academic year of graduatestudy. Part-time graduate education is creditable in accordance with itsrelationship to a year of full-time study at the school attended.
COMBINING EDUCATION AND EXPERIENCE (COPY OF TRANSCRIPT REQUIRED): Combinations of successfully completedgraduate education and experience may be used to meet total qualificationrequirements.
