This position is located within the Recruitment and Placement Section of the VA Southern Nevada Healthcare Systems, Las Vegas NV.  Performs work in support of a placement and recruitment function.  This position provides HR Assistant services to the Human Resource Staffing Specialists.  Incumbent will be assisting Human Resource Specialists in recruiting and appointing Title-5 GS, and Wage Grade positions, Physicians, Dentists, and other Title 38 positions/Title 38 Hybrid positions. The incumbent analyzes vacant positions; utilizes recruitment sources to produce qualified applicants; prepares new and recurring job announcements; determines specialized experience from qualification standards; creates, maintains, and closes vacancy announcement folders; assists applicants with the application process and updates them on the status of positions; evaluates applications and qualifies applicants; issues certificates to selecting officials; handles all pre-employment functions such as physicals, fingerprints, screening checklists, and new employee orientation worksheets; and processes a full range of personnel actions through an automated database.

Work Schedule:  Monday-Friday, 7:30 a.m.-4:00 p.m. or 8:00 a.m.-4:30 p.m.

Specialized Experience: One (1) year of specialized experience, equivalent to the GS-04 grade level, related to the duties of this position? Typically we would find this experience in work within the field of Human Resources or a field that is closely related to the work of this position, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties as a Human Resources Assistant at the developmental level.  Specialized experience may include, but may not be limited to: previous experience working in a human resources office as a clerk or assistant where you performed duties such as answering questions and advising applicants of job opportunities, explaining application procedures, and providing administrative assistance to a human resources professional.

OR

Applicants may substitute education for the experience required for the GS-05 level. You must have successfully completed (4) four years of education above the high school level or possess an equivalent degree in any field of study, which high school graduation or the equivalent is the normal prerequisite.  This education must have been obtained in an accredited college or university.  NOTE:  You must submit a copy of your transcript (unofficial or official) with your application.  Education cannot be credited without documentation.

OR

Education Substitution:  Generally Not Accepted. As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Specialized Experience:  One (1) year of specialized experience, equivalent to the GS-05 grade level, related to the duties of this position? Typically we would find this experience in work within the field of Human Resources or a field that is closely related to the work of this position, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties as a Human Resources Assistant at the full performance level.  Specialized experience may include, but may not be limited to: previous experience working in a human resources office as a clerk or assistant where you performed duties such as conducting recruitment activities, reviewing applications and making initial qualification determinations, announcing job vacancies, answering questions and advising applicants of job opportunities, explaining application procedures, providing administrative assistance to a human resources professional, and conducting some recruiting activities under the direction of a human resources professional.

Typing Proficiency: In addition to meeting experience or education requirements, applicants for these positions must show possession of the ability to type 40 word per minute. Applicants will certify their typing proficiency as part of the assessment questionnaire.

Physical Requirements: No special physical demands are required. The work is primarily performed while sitting. 

Work Environment: The work environment includes everyday risks or discomforts that require normal safety precautions typical of offices, meeting and training rooms.
